They add the funds via the methods in the support page text above. For example, funds earned from the use of the market will not work either.

On my bank account I was charged 59.99 on the 17th with the description "STEAM PURCHASE" but when I checked my account history steam says my last transaction was on the 10th. I did not buy anything on the 17th and my steam wallet has not increased.
